Mastercard Adult Content Standards

Mastercard tightened its rules in April 2021, on top of its existing registration programme for adult merchants. Banks that process adult content must certify that the merchant has documented age and identity verification for everyone depicted and everyone uploading, reviews content before it is published, resolves complaints about illegal or non-consensual content within seven business days, and lets anyone depicted appeal to have content removed.

These are not paperwork rules. An underwriter will ask how each one works on your site, and a platform that cannot show the process will not be approved, whatever its volume.

Why Mainstream Processors Say No

Mainstream processors say no for two reasons: the rules above, and a business model built on signing merchants up in minutes. Stripe lists adult content as a prohibited business, and PayPal requires pre-approval for adult digital content. Since 25 July 2025, services that show pornographic content to UK users must use highly effective age assurance under the Online Safety Act, and the content must not be visible until the check is done. The United States
