Free zone business setup in Abu Dhabi gives you a UAE company with 100% foreign ownership and a choice of five very different zones. ADGM is a financial centre with English common law. KEZAD, Masdar City, twofour54 and Abu Dhabi Airports Free Zone serve industry, clean energy, media and air logistics. Packages start from AED 6,000 a year.
The hard part is that no two zones work the same way. Each one sets its own packages, visa quotas, office rules and fees, and ADGM prices in US dollars. Only the port, industrial and airport zones are Designated Zones for goods, and the 0% tax rate comes with conditions that package prices do not mention.
We make it easy. We form the company ourselves, and one team handles the zone choice, the KYC pack, the license, the visas and the corporate tax registration. Our service starts from €1,899, with the zone's government fees on top, quoted with your setup. With a complete file, your company is licensed in about a week.

Why Set Up a Business in an Abu Dhabi Free Zone
An Abu Dhabi free zone company gives you full foreign ownership and the UAE's free zone tax rules. Each zone here is large and built around one sector.
Full Foreign Ownership in Every Abu Dhabi Free Zone
Every zone lets you own 100% of the company, with no local partner or sponsor. twofour54 states that it needs no minimum capital. Another company can also own the shares, which makes these zones a simple base when you set up a holding company.
0% Corporate Tax on Qualifying Income
The UAE taxes company profits at 0% up to AED 375,000 and 9% above that. If the company meets the Qualifying Free Zone Person conditions, its qualifying income is taxed at 0% with no cap. The conditions are strict, so we test your activity against them before you choose a zone.
Set Up a Company in an Abu Dhabi Free Zone
Founders from any country can own one. This is why they choose it.
- Full ownership: 100% foreign owned, with no local partner.
- Packages from AED 6,000: The airport zone's Starter, with a desk included.
- 0% on qualifying income: When the company meets the free zone conditions.
- Common law courts: ADGM applies English common law.
- Goods-friendly zones: Designated Zones at Khalifa Port and the airport.
- Formed in about a week: Our service from €1,899, with zone fees on top.
Designated Zones at the Port and the Airport
Cabinet Decision No. 59 of 2017 names three Abu Dhabi Designated Zones: the Free Trade Zone of Khalifa Port, the Abu Dhabi Airport Free Zone and the Khalifa Industrial Zone. Goods inside them can be treated as outside the UAE for VAT, and distribution from them can qualify for the 0% rate.
English Common Law in ADGM
Abu Dhabi Global Market uses English common law directly. It has its own courts and its own Registration Authority. Banks and investors already know these rules, so ADGM suits holding companies, special purpose vehicles and financial firms. Our guide to ADGM company formation covers the details.
Abu Dhabi Free Zones Compared
There are five main zones, each built for a different kind of business: finance at ADGM, industry and logistics at KEZAD, clean energy at Masdar City, media at twofour54, and air logistics and services at the airport zone.
ADGM (Abu Dhabi Global Market)
ADGM is an international financial centre on Al Maryah and Al Reem islands, regulated by its Financial Services Regulatory Authority. Its Overview of Fees from January 2025 puts a non-financial company at USD 5,800 in year one and USD 5,300 a year after. A special purpose vehicle costs USD 1,900, then USD 1,400. Every company keeps an ADGM registered office.
KEZAD (Formerly KIZAD)
KEZAD, the Khalifa Economic Zones Abu Dhabi, was known as KIZAD and is run by KEZAD Group, part of AD Ports Group. It sits next to Khalifa Port and also has land in Al Ain. Start-up packages run from AED 9,450 a year with one visa to AED 14,550 with four, and KEZAD lists company set-up in 24 hours. Read our guide to KEZAD company setup.
Masdar City Free Zone
Masdar City Free Zone serves clean energy, technology, healthcare services and holding companies. Its start-up package costs from AED 10,000 a year, plus a lease from AED 6,000 and a one-time AED 3,000 registration fee, with 2 visas and up to 5 activities. See our guide to Masdar City Free Zone company setup.
twofour54 Abu Dhabi Media Free Zone
twofour54 is the emirate's media zone for media, gaming and entertainment companies. It licenses new companies, branches and freelancers, with hot desks, co-working spaces and private offices. It does not publish prices, so we quote them with your setup. Our guide to twofour54 company setup has more.
Abu Dhabi Airports Free Zone
The zone, known as ADAFZ, covers Zayed International, Al Bateen Executive and the airport in Al Ain. Its yearly packages include registration and the license: Starter at AED 6,000 with no visa, Entrepreneur at AED 8,000 with a quota of 2 visas and Startup Pro at AED 12,000 with one visa, all for service activities. Enterprise, at AED 16,000, adds trading. Our guide to Abu Dhabi Airport Free Zone company setup covers each package.
Zone | Best for | Entry price | Visas at entry | Designated Zone |
|---|---|---|---|---|
ADGM | Holding, funds, finance | USD 5,800, or USD 1,900 for an SPV | Quoted with your setup | No |
KEZAD | Industry, trade, logistics | AED 9,450 with 1 visa | 1 to 4 | Yes |
Masdar City | Clean energy, technology | AED 10,000 plus lease | 2 | No |
twofour54 | Media, gaming, content | Quoted with your setup | Quoted with your setup | No |
Airport zone | Logistics, e-commerce, services | AED 6,000 | 0 to 2, by package | Yes |
For a no-visa service company, the airport zone's Starter is the lowest published package with a desk included. Its Entrepreneur package, at AED 8,000, is the lowest published price with a visa quota. KEZAD suits goods and land, and ADGM gives you common law. Our hub on business setup in Abu Dhabi covers the emirate as a whole.

Abu Dhabi Free Zone Company Formation for Non-Residents
You can form the company from any country. No zone requires the owners to live in the UAE, most of the setup runs online, and a no-visa package lets you run the company from abroad. Our guide on how to set up a company as a non-resident explains the wider rules.
Legalising Documents From Abroad
The Hague Conference's status table does not list the UAE as a party to the Apostille Convention, so an apostille alone is not enough. A parent company's certificate of incorporation, for example, is first legalised by the UAE embassy in its home country and then attested by the UAE Ministry of Foreign Affairs. It is usually the slowest part of the file, so we send you the steps in the first week.
Your Home Country's Tax Rules
A UAE company can still be taxed in your home country if it is managed from there, or under your country's controlled foreign corporation rules. Check both before you choose the structure.
Read more: business bank accounts for non-residents.
Freezone Business Setup in Abu Dhabi From Abroad
Own the company from any country. We run every step remotely.
- Owners anywhere: No zone asks shareholders to live in the UAE.
- Attestation planned early: Embassy and MOFA steps start in week one.
- No-visa packages: Add visas only when the team grows.
- One short trip: Medical test and Emirates ID in the right order.
- Remote business account: Our partners open it with no branch visit.
Abu Dhabi Free Zone License Types
Each zone issues the license for the activities you choose: trading, industrial, service, media or e-commerce. Banks and the tax rules both look at those activities, so we pick the type that fits how you will earn money.
Trading, Industrial and Service Licenses
KEZAD issues industrial, trading, service and general trading licenses. Its tariff lists the new license at AED 0 and a renewal after 2 years at AED 5,000, or AED 15,000 for general trading. Service licenses start from AED 6,000 at the airport zone. Our guide to the trade license in Abu Dhabi covers the license itself.
Media, E-Commerce and Freelance Licenses
Media, gaming and content companies license with twofour54, and the airport zone lists e-commerce and logistics as a core sector. Consumer sales are an Excluded Activity for the 0% regime, so plan the tax side early. Our guides to the e-commerce license in Abu Dhabi and the freelance license in Abu Dhabi cover both routes, and our page on ecommerce payment gateways covers card payments.

Setting Up a Company in an Abu Dhabi Free Zone
The steps are the same in all five zones. First come the zone and activities, the name, the documents and the license. Then come the establishment card, the visas and the tax registration.
Before You Start
Decide what you will sell, where your customers are and how many visas you need. A service company with clients abroad can start on a desk with no visa, while a company that holds stock should look at KEZAD or the airport zone.
We Choose the Zone and Activities
We find the zone that can license your activity and offers the visa quota you need. Each activity is also checked against the list of qualifying activities, so you know early whether 0% can apply.
We Prepare Your KYC Pack and File
We reserve the trade name, tell each owner what to send and build the KYC pack once. Then we submit the application, answer the zone's questions and pay the zone's fees at its published rates.
We Arrange the Establishment Card and Visas
The establishment card lets the company sponsor visas. KEZAD lists it at AED 1,000 and Masdar City at AED 1,500. Then come the e-channel registration, each entry permit, the medical test and the Emirates ID, which we set up in order.
We Register the Company for Corporate Tax
Federal Tax Authority Decision No. 3 of 2024 gives a new company 3 months from incorporation to register for corporate tax. Missing it costs AED 10,000, so we file the registration as part of the setup.
Documents Needed for Abu Dhabi Free Zone Company Formation
Each owner and manager sends a short set of documents:
- Passport copy: Clear and in date, for each owner and manager.
- Photo: A recent passport-size photo.
- Proof of address: A utility bill or bank statement from the last few months.
- UAE visa and Emirates ID: Only if you already live in the UAE.
- Business plan and source of funds: A short note on the activity, the clients and where the capital comes from.
If another company holds the shares, it adds its certificate of incorporation, a board resolution and a power of attorney, each legalised and attested. Banks ask for much the same set, listed in our guide to the documents needed to open a business bank account.
Full-Service Company Setup in an Abu Dhabi Free Zone
One team handles the whole setup for you.
- Zone matched to activity: Picked for your goods and visa plan.
- KYC pack built once: Every page checked before filing.
- Application handled: We file and answer the zone's questions.
- Card and visas: Establishment card, medical and Emirates ID arranged.
- Tax registration done: Filed inside the 3-month deadline.
- Single point of contact: One team from start to open account.
Abu Dhabi Free Zone License Cost in 2026
The Abu Dhabi free zone license cost starts from AED 6,000 a year for the lowest published package with a desk, at the airport zone. Our service starts from €1,899, with the zone's government fees on top. With one residence visa, the zone side comes to about AED 12,000 to AED 27,000 in the first year.
Our fee pays for the work itself. That means the zone and structure advice, the KYC pack, the company documents and license application, the establishment card and visa paperwork, the corporate tax registration and the bank file. The zone's fees are added at its published rates in your written quote. Trusts, foundations, funds and regulated or high-risk structures are priced separately.

How Long Freezone Company Formation in Abu Dhabi Takes
With us, it takes about a week from a complete file. The zones are quick. KEZAD lists company set-up in 24 hours, the airport zone reviews documents within 48 hours, and Masdar City says setup can take as little as five days. Visas and documents from abroad add time.
What Adds Time
Three things slow a setup. Corporate documents from abroad need legalisation and attestation. Regulated activities in ADGM add a regulator's review. Visas follow the license and need a medical test and Emirates ID biometrics. We start the slow items first, so they run while the rest of the file is built.

Tax and Compliance for a Free Zone Company in Abu Dhabi
A free zone company in Abu Dhabi pays 0% on qualifying income when it is a Qualifying Free Zone Person. Other income follows Cabinet Decision No. 116 of 2022: 0% up to AED 375,000 and 9% above. Every company registers and files a yearly return, whatever rate it pays.
Qualifying Free Zone Person Conditions
The test sits in Article 18 of Federal Decree-Law No. 47 of 2022. The company must keep enough staff, assets and spending in the zone for its core work, earn qualifying income, keep transfer pricing records and not elect into the normal rates. Its non-qualifying revenue is capped at 5% of total revenue or AED 5 million, whichever is lower. If any condition fails, the 0% rate is lost for that tax period and the 4 after it.
Qualifying Activities and Designated Zones
Ministerial Decision No. 229 of 2025, published on 28 August 2025, lists the qualifying activities. They include manufacturing, processing, holding shares, logistics, fund and wealth management, headquarter and treasury services, and distribution in or from a Designated Zone. Transactions with natural persons are an Excluded Activity, with a few exceptions. ADGM, Masdar City and twofour54 are not Designated Zones. The list has changed since 2017, so we check the current version.
Audit, Returns, VAT and Substance
Ministerial Decision No. 84 of 2025 requires audited accounts from every company that claims Qualifying Free Zone Person status, at any revenue. Companies formed from 1 March 2024 register within 3 months, and the return is due within 9 months of the period end. VAT is 5%, mandatory above AED 375,000 of taxable supplies and voluntary from AED 187,500. Cabinet Decision No. 98 of 2024 repealed the Economic Substance Regulations, but the 0% regime still needs real substance.

Business Banking for Abu Dhabi Free Zone Companies
An Abu Dhabi free zone company can open a UAE bank account, and since September 2026 banks must work to a faster timeline for small companies. Our banking partners open multi-currency business accounts in days and fully online, so most founders start there and add a UAE bank later.
UAE Banks for Free Zone Companies
The Central Bank's SME Customer Protection Regulation, Regulation C 2/2026, took effect in September 2026. It gives banks 3 business days to open an account for a low-risk SME, and they must explain any delay or rejection. A new company with owners abroad often falls outside that group, so branch banks still take 2 to 8 weeks and usually want a branch visit. Emirates NBD asks for at least one UAE resident signatory. Mashreq NeoBiz costs AED 99 or AED 199 a month, and Wio Business says it opens in 3 working days. Most declines come from a weak economic link to the UAE, so we add contracts and invoices to the file. See why banks reject business account applications.
Faster Accounts Through Our Banking Partners
Our partners are regulated payment institutions and EMIs, not banks. They open multi-currency business accounts remotely within days and ask for no minimum balance. Published plans run about €30 to €100 a month. We build their file from the KYC pack you already sent and make the introduction. Our guide to a business bank account vs an EMI account sets out the difference.
Factor | UAE banks | Our banking partners |
|---|---|---|
Time to open | 3 business days for a low-risk file, often 2 to 8 weeks for a new company | A few days |
Resident signatory | Often needed, with an Emirates ID | Not needed |
Branch visit | Usually, at branch banks | No, all online |
Monthly cost | AED 99 to AED 199 at Mashreq NeoBiz | About €30 to €100 |
A simple order works: the partner account first, so the company can invoice from the first week, then a UAE bank using the same file. Once cash builds up, our guide on what cash management is helps you put it to work.

Abu Dhabi Free Zones vs Dubai, Sharjah and Ras Al Khaimah
The tax rules are federal, so all four emirates tax free zone companies the same way. The choice comes down to sector, price and law. Abu Dhabi leads on finance, industry and clean energy, Dubai has the most zones, and Sharjah has the lowest published entry price.
Factor | Abu Dhabi | Dubai | Sharjah | Ras Al Khaimah |
|---|---|---|---|---|
Corporate tax | 0% on qualifying income, otherwise 9% above AED 375,000 | Same rules | Same rules | Same rules |
Published entry price | AED 6,000 at the airport zone | From AED 12,500 at Meydan | AED 5,750 at SHAMS | AED 6,000 at RAKEZ |

Our price | From €1,899 | From €1,899 | From €1,899 | From €1,899 |
Time with us | About 1 week | About 1 week | About 1 week | About 1 week |
Our price and timeline are the same in all four, so the zone's own fees and sector make the difference.
Abu Dhabi vs Dubai Free Zones
Dubai has more zones and better-known brands. Meydan Free Zone starts from AED 12,500, against AED 6,000 at the airport zone here, and DIFC is Dubai's common law centre. Choose Dubai for a known zone brand, and Abu Dhabi for finance, energy and industry. See our guide to business setup in Dubai free zones.
Abu Dhabi vs Sharjah Free Zones
Sharjah is cheaper at entry, with a SHAMS media package at AED 5,750 a year. Abu Dhabi offers larger industrial and port zones, ADGM and a clean energy zone. Our guide to Sharjah free zone business setup covers its six zones.
Abu Dhabi vs Ras Al Khaimah
RAKEZ's Instant Licence Basic costs AED 6,000 and covers one shareholder and one activity, with co-working access. It suits a simple, low-cost license. Abu Dhabi suits companies that need a sector zone, Designated Zone access or common law. Read our guide to RAKEZ company formation.

Who an Abu Dhabi Free Zone Company Is Wrong For
An Abu Dhabi free zone company works best for service exporters, holding structures and goods traders using a Designated Zone. Three cases need a different plan.
If most of your customers are on the UAE mainland, selling to them usually needs a mainland license or a local distributor. Mainland companies are licensed by ADRA, and our guide to mainland company formation in Abu Dhabi covers that route. If you sell mostly to consumers, that income will not get the 0% rate, so plan for 9% above AED 375,000. And regulated financial firms need FSRA authorisation in ADGM, which we quote separately.
Common Mistakes in Abu Dhabi Free Zone Business Setup
Most setup problems come from one early decision. Each is easy to avoid when you plan it before filing.
Distributing Goods From a Non-Designated Zone
Founders who distribute goods sometimes pick Masdar City or ADGM for the name. Neither is a Designated Zone, so distribution from them is not a qualifying activity. If that income passes the de minimis limit, the company pays the normal rates. On AED 2 million of taxable profit, 9% above AED 375,000 is AED 146,250 a year. If you import and distribute, look at KEZAD and the airport zone first.
Missing the Corporate Tax Registration Deadline
The 3-month deadline applies even when the company has no revenue yet and expects to pay 0%. Missing it costs AED 10,000, which is more than a full year of the airport zone's Starter package. Our setup includes the registration, so the deadline is covered from the start.
Pricing the License and Forgetting the Visas
A package price rarely covers the full visa cost. At Masdar City, the establishment card is AED 1,500, e-channel registration AED 2,500 and each 2-year visa AED 3,050, plus AED 350 for the medical and AED 450 for the Emirates ID. That adds about AED 7,850 to the first year, plus a refundable AED 2,500 deposit. Decide the visa count first and price the whole package, which we do with you.
Plan Your Abu Dhabi Free Zone Business
Some setups need planning first. Send us your details and we come back with a plan.
- ADGM or another zone: Whether you need common law, checked against your plan.
- Goods and customs: Designated Zone access planned around your goods.
- Qualifying income tested: Activities checked against the 0% rules.
- Mainland buyers: The right route when customers are in the UAE.
- Straight answers: We tell you when a no-visa package is enough.
Bottom Line
Free zone business setup in Abu Dhabi gives you full foreign ownership and five specialised zones. ADGM brings English common law, at USD 5,800 in year one for a non-financial company. KEZAD and the airport zone give Designated Zone access for goods. Masdar City serves clean energy and technology, and twofour54 is the home for media.
Settle three things early: the visa count, the 0% conditions and the bank file. We then form the company from €1,899, with the zone's fees on top, and you hold a license in about a week. For the wider picture, read our guide to free zone company formation in the UAE, or start your UAE company with us.
